Whereas, in ref. No. 1553/TSEC-PR/2019, Dated: 20.04.2019, MPTC ZPTC Counting of Votes Date Declared

the State Election Commission issued Notification for conduct of ordinary elections to MPTCs and ZPTCs, 2019 in three phases on 06.05.2019, 10.05.2019 and 14.05.2019

And whereas, as per the election programme notified in the said Notification, the counting of votes was scheduled on 27.05.2019

And whereas, various Political Parties made representations to the State Election Commission on 17.05.2019, 18.05.2019 and 22.05.2019 for postponement of Counting of votes scheduled on 27.05.2019 on the plea that, a long gap of over 40 days between the date of counting of votes and the date of indirect elections is likely to give rise to opportunities for horse trading and other malpractices in indirect elections.

And whereas, in Lr. No. 6172-A/Pts-III/A2/2019, dated: 24.05.2019, the Principal Secretary to Government, Panchayat Raj and Rural Development Department proposed an alternative schedule for counting of votes on 03.07.2019 The polled ballot boxes are stored in the strong rooms located in schools and colleges, prolonging the counting would seriously impair the academics of these institutions.

And whereas, the State Election Commission, considered that there is a need to reduce the time gap between counting of votes of direct elections and the date of indirect elections by advancing the latter event. But such an arrangement would require an amendment to the Telangana Panchayat Raj Act, 2018. In view of this, the SEC postponed the date of counting of votes scheduled on 27.05.2019 vide Order No. 2099/TSEC-PR/2019, Dtd: 24.05.2019

And Whereas, the State Election Commission simultaneously sent a proposal to Government to make certain amendments to sub Section (11) of Section 147 and Sub Section (9) of Section 176 of TPR Act, 2018 to enable to hold a special meeting of Mandal Praja Parishads and Zilla Praja Parishads after the results of the Ordinary elections to elect President and Vice- President of Mandal Praja Parishad and Chairperson and Vice-Chairperson of Zilla Praja Parishad.
