****** All the DDs / DTOs in the state are invited to the following clarifications are issued for immediate implementation .
1 ) . Few instances of Fraudulent Drawals of Surrender of Earned . Leave arrears for the previous financial years have come to the notice of the Directorate . These cases were noticed mostly in Teachers / employees transferred from One Station to another Station , where there are no entries in the Service Register resulting into fraudulent double drawls .
In order to avoid all such cases , all the Treasury Officers are hereby instructed not to admit the Surrender of Earned Leave Bills in r / o Teachers / employees unless a Xerox copy of the Earlier Station Fly Leaf is enclosed to the Bill duly attested by the Treasury Officer of previous treasury . Further it is to inform that ,
2 ) .As per the Government Circular No. Memo .No 9782 / 593 / A1 /Admin.1 / 2017 , dtd . 23.07.2018 , the School Education Department has clarified that the teachers upto the School Assistant cadre are governed by Educational Subordinate services and the cadres upto School Assistant can be treated as Non - Gazetted .
