Government   have   issued   orders   for   implementation   of   the   new

programme  named  as  "Mana  Ooru  -   Mana  Badi"  in  Rural  areas  and  "Mana Basti   -   Mana   Badi"  in  Urban  areas   for   comprehensive   development   and strengthening   of   infrastructure   facilities   in   Government   and   Local   body Schools in  a phased manner spread over (3)  years from  2022-23.

As  part  of  the  programme,  Government  have  decided  to  engage  (1) day   and   night   watchman   at   each   school   premises   where   MOMB-MBMB phase-I   works   are   completed,   as   per   actual   field   level   necessity,   for   a temporary  period  until  the re-opening  of  schools  for  the  next  academic  year 2023-24,   to   safeguard   the   established   facilities   of  toilets,  running   water systems,  drinking  water  systems,  solar  PV  system,  Dining  halls  furniture, IFPs, Dual  desks,  Painting  to  schools  and Green  Chalk  Board  provided  under Mana Ooru-Mana  Badi/Mana  Basti-Mana  Badi programme.

The  following  procedure  shall  be  adopted  for  engaging  (1)   Day  and Night Watchman  in the  schools.

i.         Selection  Criteria:

i)         Day  &  Night  Watchman  shall  be  engaged  in  the  identified schools     through     School     Management     Committees     by obtaining  resolutions.

ii)        The  School   Management   Committees   shall  engage  Day  & Night  Watchman   where   Ex-serviceman   is  available  in   the village   and  if   not   available  then  the  School   Management Committee  may  engage  any  other  person  by  looking  their past performance,  antecedents,  track record, previous police history  shall  be  taken  into  consideration  while  engaging  the

day  and night watchman.

iii) Day and Night Watchman shall be resident of the village in rural areas/ward.

iv) The age of Day and Night Watchman shall be below 60

years.

v) The Services of Day and Night watchman shall be engaged on temporary basis.

ii) Honorarium:

i. An amount of Rs.S,000/- (Rupees Five Thousand Only) shall be paid as honorarium per month up to the re-opening of Schools for the next academic year i.e., 2023-24 i.e. 12.06.2023.

ii. Payment shall be made from administrative cost of MOMB/MBMB programme.

 Responsibilities of Day and Night Watchman:

i) Day and Night watchman duties shall include primarily to safe guard the established facilities i.e., Installation of IFPs, Battery of Taps, Dual Desks, Painting, Drinking water system, Solar Panels etc., and existing facilities under MOMB/MBMB programme and watering of plants.

ii) Day and Night watchman shall attend the school in the day & night on the date of engaging in School and shall be on duty till the re-opening of schools for the next academic year 2023-24 i.e. 12.06.2023.

iii) Shall work under supervision of Headmaster concerned.

iv) Regularly Watch and ward duties of the School Premises and to ensure that unauthorized persons to enter the school premises day and night.

v) The Head Master shall monitor the working of Day and Night Watchman from time to time.

Further, it has been decided to engage Day and Night Watchman in (1982) Schools across the Telangana state after due verification of all amenities taken up at School level i.e., Inaugural schools, completed schools, IFPs installation, Solar Panels etc., based on the data furnished by the district officials with immediate effect & report compliance.

The district wise no. of schools and list of (1982) schools for engaging

(1) Day and Night Watchman is enclosed in annexure.

Therefore, I request you to follow the above guidelines scrupulously for engaging day and night watchman wherever required only as per field requirement and if there is any additional requirement over the above, the District Collectors may submit the proposals to this office and requested to issue necessary instructions to the Head master concerned to provide the monthly attendance to release their honorarium by this office.

i. ఎంపిక ప్రమాణం:

 i)         పగలు &  రాత్రి  వాచ్‌మెన్   గుర్తించిన పాఠశాలల్లో                       నిమగ్నమై           పాఠశాల                      పాఠశాల  నిర్వహణ            కమిటీల  ద్వారా  తీర్మానాలను  పొందాలి.

 ii)         పాఠశాల  నిర్వహణ                పగలు  & నైట్   వాచ్‌మెన్  నిమగ్నమై ఉంటుంది       మాజీ సైనికుడు    గ్రామంలో  అందుబాటులో ఉంటారు             ఉంటే                                                                 அது అక్కడ  వారి పనితీరు కమిటికి అందుబాటులో లేదు. ,  పూర్వాపరాలు,  ట్రాక్ రికార్డ్, మునుపటి పోలీసు చరిత్ర  నిమగ్నమై ఉన్నప్పుడు  పరిగణనలోకి తీసుకోవాలి

 పగలు మరియు రాత్రి కాపలాదారు.

 iii) పగలు మరియు రాత్రి కాపలాదారు గ్రామీణ ప్రాంతాలు/వార్డులలోని గ్రామంలో నివసించాలి.

 iv) డే అండ్ నైట్ వాచ్‌మెన్ వయస్సు 60 ఏళ్లలోపు ఉండాలి

 సంవత్సరాలు.

 v) పగలు మరియు రాత్రి కాపలాదారు యొక్క సేవలు తాత్కాలిక ప్రాతిపదికన నిమగ్నమై ఉంటాయి.

పగలు మరియు రాత్రి కాపలాదారు యొక్క బాధ్యతలు:

 i) పగలు మరియు రాత్రి కాపలాదారు విధులు ప్రాథమికంగా ఏర్పాటు చేయబడిన సౌకర్యాలను భద్రపరచడం, అంటే, IFPల సంస్థాపన, కుళాయిల బ్యాటరీ, డ్యూయల్ డెస్క్‌లు, పెయింటింగ్, డ్రింకింగ్ వాటర్ సిస్టమ్, సోలార్ ప్యానెల్‌లు మొదలైనవి మరియు MOMB/MBMB ప్రోగ్రామ్ క్రింద ఉన్న సౌకర్యాలు మరియు నీరు త్రాగుట వంటివి ఉంటాయి. మొక్కల.

 ii) డే అండ్ నైట్ వాచ్‌మెన్ స్కూల్‌లో నిమగ్నమైన తేదీ నాడు పగలు & రాత్రి పాఠశాలకు హాజరవుతారు మరియు వచ్చే విద్యా సంవత్సరం 2023-24 అంటే 12.06.2023కి పాఠశాలలు పునఃప్రారంభమయ్యే వరకు విధుల్లో ఉండాలి.

 iii) సంబంధిత ప్రధానోపాధ్యాయుని పర్యవేక్షణలో పని చేయాలి.

 iv) పాఠశాల ప్రాంగణంలోని వార్డు విధులను క్రమం తప్పకుండా పర్యవేక్షించడం మరియు అనధికారిక వ్యక్తులు పగలు మరియు రాత్రి పాఠశాల ఆవరణలోకి ప్రవేశించేలా చూసుకోవడం.

 v) హెడ్ మాస్టర్ ఎప్పటికప్పుడు డే అండ్ నైట్ వాచ్‌మెన్ పనిని పర్యవేక్షిస్తారు.
