In the Circumstances reported vide reference 2nd cited and after careful examination of the matter Government hereby accord permission to the Commissioner School Education & EO, SPD, Samagra Shiksha, Telangana, Hyderabad on the following criteria for signing of cheques or PPAs in case of PFMS transactions of SMCs for Samagra Shiksha, Mana Ooru Mana Badi Mana Basti Mana Badi and PMSHRI Schools jointly from now onwards as an immediate alternate temporary arrangement till the formation of new SMCs so that financial transactions of SMC are not held up:-

1. Headmaster of the School and Senior Teacher of the same school shall sign jointly on the cheques or PPAs in case of PFMS transactions of SMC for all Schools other than single teacher schools.

2. In case of single teacher schools, the HM of the School and concerned School Complex HM shall sign jointly on the cheques or PPAs in case of PFMS transactions of SMC.

4. resolution of all the teachers of the School and concerned School Complex HM shall be made mandatory for all the financial transactions of SMCs and also while awarding works pertaining to Civil Works as per existing guidelines.

2. The Commissioner School Education & EO, SPD, Samagra Shiksha, Telangana, Hyderabad is requested to necessary action accordingly.

2. *సీనియర్ టీచర్ కు సంబంధించిన స్టాంప్ కూడా అవసరాన్ని బట్టి సిద్ధం చేసుకోవాలి.*

3. *పాఠశాలలకు విడుదల కావలసిన 50 శాతం నిధులు, స్కూల్ కాంప్లెక్స్ మరియు MRC నిధులు ఈ రెండు, మూడు రోజుల్లో విడుదలయ్యే అవకాశం ఉంది. ఇది మార్చి నెల కాబట్టి నిధులు విడుదల తర్వాత వినియోగానికి సమయం తక్కువగా ఉండే పరిస్థితి ఉంటుంది అందువలన నిబంధనల ప్రకారం తీర్మానాలు, ఓచర్లు తదితర పేపర్ వర్క్ పూర్తి చేసుకుని విడుదల అవగానే డ్రా చేసుకోవడానికి సిద్ధంగా ఉందాం.*

4. *గతంలో విడుదల అయిన నిధులను ఖర్చు చేసి ఇప్పటి వరకు డ్రా చేయని వారు నిబంధనల ప్రకారం వెంటనే డ్రా చేసుకోవాలని సూచన.*

1. ఇప్పటివరకు నిధుల వినియోగానికి సంబంధించి జాయింట్ సిగ్నేచర్ అప్డేట్ చేయనివారు, వెంటనే బ్యాంక్ లలో నిబంధనల ప్రకారం సిగ్నేచర్స్ అప్ డేట్ చేసుకోవాలి.

3. పాఠశాలలకు విడుదల కావలసిన 50 శాతం నిధులు, స్కూల్ కాంప్లెక్స్ మరియు MRC నిధులు, స్పోర్ట్స్ గ్రాంట్, యూనిఫాం స్టిచ్చింగ్ ఛార్జెస్ విడుదల అవనున్నాయి/అవుతున్నాయి. ఈ రోజు మార్చి 20 వ తేదీ కాబట్టి నిధులు విడుదల తర్వాత వినియోగానికి సమయం తక్కువగా ఉంది. అందువలన నిబంధనల ప్రకారం తీర్మానాలు, ఓచర్లు తదితర పేపర్ వర్క్ పూర్తి చేసుకుని విడుదల అవగానే డ్రా చేసుకోవడానికి సిద్ధంగా ఉందాం.

4. గతంలో విడుదల అయిన నిధులను ఖర్చు చేసి ఇప్పటి వరకు డ్రా చేయని వారు నిబంధనల ప్రకారం వెంటనే డ్రా చేసుకోవాలని సూచన. 

5. ఏదైనా అనుకోని సందర్భంలో నిధులను డ్రా చేసుకోవడం ఆలస్యం అయినా, ఖచ్చితంగా మార్చి 31వ తేదీ అర్ధరాత్రి 12 గంటల లోపుగానే పిపిఏ జనరేట్ చేయడం పూర్తి చేయవలసి ఉంటుంది. ఒకసారి పిపిఏ జనరేట్ అయితే తదుపరి 10 రోజుల లోపల బ్యాంకు నుండి నగదు బదిలీ చేసుకునే అవకాశం ఉంటుంది. కాబట్టి విడుదల కావలసిన నిధుల మొత్తానికి అనుగుణంగా అవసరమైన చెల్లింపుల నిమిత్తము ఏ క్షణమైన PPA లు జనరేట్ చేయడానికి కావలసిన సమాచారంతో సిద్ధంగా ఉండవలసిందిగా సూచించనైనది.
