Sub:- School Education- Instructions on admission to children in various Schools-Reg.
It has come to the notice of the undersigned that certain Schools are insisting documents like production of Aadhar card for proof of address and birth, PEN number and T.C for admitting a child including drop out child in to a School.
In this regard all the DEOs in the State are informed that as per Section 5 (2) of RTE Act, 2009 "where a child is required to move from one school to another, either within a State or outside, for any reason whatsoever, such child shall have a right to seek transfer to any other school, excluding the school specified in sub-clauses (iii) and (iv) of clause (n) of Section 2 for completing his or her elementary education".
As per Section 5 (3) of RTE Act, 2009, "For seeking admission in such other school, the Head-teacher or in-charge of the school where such child was last admitted, shall immediately issue the transfer certificate.
Provided that delay in producing transfer certificate shall not be a ground for either delaying or denying admission in such other school." The Head-teacher or in-charge of the school delaying issuance of transfer certificate shall be liable of disciplinary action under the service rules applicable to him or her.
Further as per Section 14 (2) of RTE Act, 2009 No child shall be denied admission in a school for lack of age proof.
In view of the above rule position they are requested to issue necessary instructions to all the MEOs, Head Masters of Schools under their control not to deny admission to any child whether regular or drop out child for want of any documents and such child shall be admitted into school immediately.
They are further requested to nominate a staff member to assist the children in obtaining the required documents subsequent to the admission.
The above instructions have to be followed scrupulously.

సబ్:- పాఠశాల విద్య-వివిధ పాఠశాలల్లో పిల్లలకు ప్రవేశానికి సంబంధించిన సూచనలు-రెగ్.
కొన్ని పాఠశాలలు అడ్రస్ మరియు పుట్టిన రుజువు కోసం ఆధార్ కార్డ్, PEN నంబర్ మరియు పిల్లలను స్కూల్‌లో చేర్చుకోవడానికి T.C వంటి పత్రాలను అందించాలని పట్టుబడుతున్నట్లు దిగువ సంతకం చేసిన వారి దృష్టికి వచ్చింది.
ఈ విషయంలో రాష్ట్రంలోని DEOలందరికీ RTE చట్టం, 2009లోని సెక్షన్ 5 (2) ప్రకారం "ఏ కారణం చేతనైనా ఒక రాష్ట్రంలో లేదా వెలుపల ఒక పాఠశాల నుండి మరొక పాఠశాలకు ఒక పిల్లవాడు మారవలసి వస్తే, అటువంటి పిల్లవాడు తన ప్రాథమిక విద్యను పూర్తి చేయడం కోసం సెక్షన్ 2లోని క్లాజ్ (n)లోని సబ్-క్లాజులు (iii) మరియు (iv)లో పేర్కొన్న పాఠశాలను మినహాయించి ఏదైనా ఇతర పాఠశాలకు బదిలీని కోరుకునే హక్కును కలిగి ఉంటాడు.
RTE చట్టం, 2009లోని సెక్షన్ 5 (3) ప్రకారం, "అటువంటి ఇతర పాఠశాలలో అడ్మిషన్ కోసం, అటువంటి పిల్లలను చివరిసారిగా చేర్చుకున్న పాఠశాల యొక్క ప్రధాన ఉపాధ్యాయుడు లేదా ఇన్‌చార్జి, వెంటనే బదిలీ ధృవీకరణ పత్రాన్ని జారీ చేయాలి.
బదిలీ సర్టిఫికేట్‌ను తయారు చేయడంలో ఆలస్యం అటువంటి ఇతర పాఠశాలలో ప్రవేశాన్ని ఆలస్యం చేయడానికి లేదా తిరస్కరించడానికి కారణం కాదు." బదిలీ ధృవీకరణ పత్రం జారీ చేయడంలో జాప్యం చేసిన పాఠశాల ప్రధాన ఉపాధ్యాయుడు లేదా ఇన్‌చార్జి సేవా నిబంధనల ప్రకారం క్రమశిక్షణా చర్యకు బాధ్యత వహిస్తారు. అతనికి లేదా ఆమెకు వర్తిస్తుంది.
RTE చట్టం, 2009లోని సెక్షన్ 14 (2) ప్రకారం వయస్సు రుజువు లేని కారణంగా పాఠశాలలో ప్రవేశం నిరాకరించబడదు.
పై నియమావళిని దృష్టిలో ఉంచుకుని, వారు తమ నియంత్రణలో ఉన్న అన్ని MEO లకు, పాఠశాలల ప్రధానోపాధ్యాయులకు అవసరమైన సూచనలను జారీ చేయవలసిందిగా అభ్యర్థించడమైనది, ఏదైనా పత్రాల కోసం రెగ్యులర్ లేదా డ్రాప్ అవుట్ అయిన పిల్లలకి అడ్మిషన్ నిరాకరించకూడదని మరియు అలాంటి పిల్లలను చేర్చుకోవాలి. వెంటనే పాఠశాలలోకి.
అడ్మిషన్ తర్వాత అవసరమైన పత్రాలను పొందడంలో పిల్లలకు సహాయం చేయడానికి సిబ్బందిని నామినేట్ చేయమని వారు అభ్యర్థించబడ్డారు.
పై సూచనలను ఖచ్చితంగా పాటించాలి.
