The attention of all the District Educational Officers and Regional Joint Directors of School Education in the State is invited to the reference 1" read above.

They are aware that FLN mission is a flagship initiative which is being implemented in all Primary & Upper Primary Schools in the State covering classes 1 to 5th from the academic year 2022-23 onwards. The programme focuses on improving students foundational literacy and numeracy skills aimed at achieving desired learning outcomes.

They are further aware that various consultative meetings were conducted with the DEOs and other stakeholders and collected feedback from them with regard to modifications in the guidelines required for effective implementation of the programme during 2024-25. Accordingly, the Director, SCERT, Telangana, Hyderabad has submitted proposals for certain modifications in the guidelines on implementation of FLN Programme during 2024-25.

In view of the above, all the District Educational Officers and the Regional Joint Directors of School Education in the State are informed that certain modifications are made for certain components of FLN that are specifically mentioned in the Annexure enclosed herewith and the other components that are not specifically mentioned shall be implemented as per guidelines issued earlier without any deviation to promote meaningful and joyful learning among students.

They are further informed that as per the job chart of the Mandal Nodal Officers & Complex nodal officers vide reference 1" cited, shall visit Schools in the respective mandal for atleast 2 days in a week covering 4 to 5 schools for effective implementation of FLN & LIP. They are also requested to ensure that Mandal FLN Nodal Officers are available for all Mandals in the District as per guidelines in the reference 1" cited. Therefore, all the District Educational Officers in the State are requested to issue necessary instructions to the Mandal Educational Officers (MEOs), Mandal Nodal Officers (MNOs), Complex Nodal Officers (CNOs), Primary & Upper Primary Schools Head Masters and Teachers to implement the FLN programme as per modifications for certain components of FLN that are specifically mentioned in the Annexure enclosed herewith and the other components that are not specifically mentioned shall be implemented as per guidelines in the reference 1" read above without any deviation.
