Sub:- School Education Samagra Shiksha, Telangana Sanction for 50% of
Composite School Grant and Sports & Physical Education Grant to the School Management Committees (SMC) of Govt.& Local Body Schools, KGBVS, Model Schools, Tribal Welfare Schools, Sports Schools and other State Govt. Schools for the year 2024-25-Orders - Issued - Reg.
Read:- Letter F.No.15-1/2024-IS.6, MoE, Dept. of SE & Literacy, Shastri Bhavan, New Delhi, Dated: 09.04.2024 of Under Secretary to the GOI, New Delhi.
Utilization of grant:
Composite school grant released to ZP/MPP, KGBVS, Model Schools, Tribal Welfare Schools and Other State Govt. Schools.
Provision of stationary i.e. chalks pieces, white papers, registers etc., and conducting of exams.
Utilizing grants to celebrate National Festivals i.e. Independence day and Republic day etc.
Payment of Internet charges.
Not to utilize School Composite grant for the payment of electricity bills as Government has issued orders vide G.O.Ms.No.20, Energy (Power.I) Department, dated:05.09.2024 for providing of free power supply to the Government Educational Institutions in the Telangana State (Copy enclosed).
Repairs to computers, projector, K-Yan, TV, ROT etc.
Cable, internet charges and other expenditure relating to digital classes.
Purchase of consumables/ chemicals etc. for Science Lab
Replacement and repairing of laboratory equipment.
Minor repairs to doors, windows, flooring etc., Providing Drinking Water.
School Sanitization under Composite School Grant:
(iii) Safe school operation, Sanitization and Quarantine (Physical Infrastructure)
c. Provision of Basic facilities:
•Schools to ensure basic WASH facilities which includes separate washrooms for boys and girls, hand washing stations and safe drinking water facility for all.
• Ensure availability of essentials like soap, alcohol rub/hand sanitizer or chlorine solution, disinfection and cleaning material in the school.
d. Sanitization of schools:
Sanitization and disinfection should be conducted regularly covering all areas of the school campus and ensure airflow in indoor space.
As per the G.O.Ms.No.21, School Education (Prog.I), Dept., Dated:30.07.2024 and letter no.2751/SS/CW/2024, dated: 02.08.2024 of State Project Officer, Samagra Shiksha, Telangana, the Amma Aadarsha Patashaala Committee (AAPC) of all the Government, Local Body and Model Schools in the State shall utilize the "School facility Maintenance Grant", provided in addition to the Composit School Grant being provided under Samagra Shiksha, to ensure cleaning of toilets, cleaning of school premises and watering of plants in school, so as to provide clean and hygienic atmosphere for students in schoos.
WHO recommends use of Sodium hypochlorite at 0.5% (equivalent 5000ppm) for disinfecting surfaces and 70% isopropyl alcohol for disinfection of small items, and ensure appropriate equipment for cleaning staff.
General guidelines:
The SMC should make resolutions to utilise grants on the above mentioned items and resolutions shall be maintained accordingly.
Social audit shall be done by SMC on utilisation of the grants.
Stock and issue registers shall be maintained for the items procured and utilised.
• Expenditure and balance available shall be displayed on the notice board.
Discussion on utilisation of grants shall be conducted at monthly SMC meetings. • Cash book and vouchers shall be maintained for all the transactions.
After utilization of 1st installment funds only, 2nd installment funds shall be released.
Funds shall be utilized as per requirement of the Schooll and should not keep unutilized till 31st March, 2025.
The obtaining of the bills after drawal of funds, should be avoided.
• Headmasters are responsible for utilisation of grants as per guidelines at school level.
The District Educational Officer and Mandal Educational Officer shall monitor the utilisation of grants.
