The Regional Joint Directors of School Education, Warangal and Hyderabad are invited to the reference read above, and informed that at present (16) Mandal Educational Officers are working out of (632) Mandals. The Mandal Educational Officers play key role at Mandal level as

supervisory functionaries and look after the activities to ensure proper implementation of schemes related to Primary Education, implementation

of Mid-day meals scheme, payment of MDM bills, supply of Text Books, supply of uniforms, sanction of Annual Grade Increments of the Teachers, leave Sanction up to 04 Months of teachers and education activities, monitoring of Private Aided, Un-Aided Schools and otherflagship programmes of Govemment. Keeping in view of larger number of Mandai Educational Officers

posts which are fallen vacant for a long time due to non-filling of the posts on account of pendency of court cases related to Unifications of Teacher Service Rules before tlle Hon'ble Supreme Court of India and Hon'ble High Court, Telangana, Hyderabad, the administration at Mandal level is almost

paralysed due to non-availability of MEOs in every Mandal. All the activities in the Mandal are not attended in time.

Further, quality of Education & out comes are getting effected. Due to pending Court Cases on Unification of Service Rules of Local Body and Government, promotion for the post of MEOs are also not taken up from 2005. One Mandal Educational Oflicer (Regular) or Mandal EducationalOfficer (l/C) are looking after more than one Mandal and some places even up to 5-6 Mandals which has become very difhcult in regularity in information flow and effective monitoring of the schools and related activities.

In view of the above, subject to outcome of S.L.P No. 1819- l82l l21l9, pending at Hon'ble Supreme court of India and without any prejudice to the court cases pending at Hon'ble High Court and Hon'ble Supreme Court of India and in order to ensure proper supervision, implementation of schemes and programmes, academic inspections, to

improve learning out comes of students and to provide quality education, it is decided to (a) place Mandal Nodal Officer in the Mandal as M.E.O (FAC) in

the Mandals, where the regular MEOs and MEOs (FAC) is not available. (b)

The MEOs (FAC) who have been discharging Mandal Educational Ofiicer

duties shall continue as MEOs FAC in their respective Mandal, and MNOs of

concerned Mandal shall not be given Mandal Educational Officer FAC in their places. These orders are given as a temporary measure to ensure the proper implementation of programmes at school level and Mandal level under Education department.
