Sub: Establishment - Sub-classification within SC / ST Reserved Categories - Information on Sub Castes relating to the employees belonging to the SC / ST communities working in various Government Departments / Corporations / Societies / Universities / GIA Institutions / PSUs / Local Bodies / GENCO & TRANSCO and SCCL - Called for - Reg.

In the reference cited, the Scheduled Castes Development Department have informed that Government constituted a Committee to study the Judgement delivered by Seven Judge Constitution Bench of Supreme Court of India in the State of Punjab & Others vs. Davinder Singh and others on the sub-classification within SC / ST reserved categories and to carefully examine various aspects associated with the issue and also to make recommendations regarding the way forward in the matter. Among others the Supreme Court directed that “The State must collect data on the inadequacy of representation”. The Committee has requested for submission of data of total employees working in the State and SCs among them and also furnish sub
caste wise details.
2. Accordingly, Government developed a separate module in IFMIS-portal, for updation of the details of Scheduled Castes employee together with sub-caste wise relating to the working employees in various Government Departments / Corporations
/ Societies / Universities / GIA Institutions / PSUs / Local Bodies / GENCO & TRANSCO and SCCL in the proforma prescribed.
3. All the Government departments are therefore hereby requested update the caste details of SC employees pertaining to the working employees against their names in IFMIS-DDO login in the newly created column of Caste / Sub Caste and
submit the same.
4. In respect of Corporations / Societies / Universities / GIA Institutions / Public Sector Units / Local Bodies / GENCO & TRANSCO and SCCL, they may enter the details of permanent working employees proforma in the IFMIS-Cadre strength login and submit the same
5. All the Government Departments / Corporations / Societies / Universities / GIA Institutions / PSUs / Local Bodies / GENCO & TRANSCO and SCCL shall make sure that the details of Schedule Castes employees together with sub-caste are entered as per the certified service particulars only without any deviation of general guidelines while certifying the caste details.
6. All the Administrative Departments of Secretariat, are therefore requested to monitor the same and see that the data is updated on or before 05.10.2024, without fail.
