Government have constituted a Cabinet Sub-Committee vide G.O.Rt.No.292, G.A. (Cabinet) Department, dated 24.02.2024, to examine and make recommendations to the Government on issues relating to G.O.Ms.No.317, G.A. (SPF.I) Department, dated 06.12.2021 and G.O.Ms.No.46, G.A. (SPF.I) Department, dated 04.04.2022.

2. The Cabinet Sub-Committee after holding a series of meetings with the Secretaries to Government, HoDs and other concerned officials and stakeholders, after causing a detailed analysis of the representations and grievances submitted in person and through the web portal designed for this purpose and after due consultations with the law officers, submitted their report on 20.10.2024.

3. The Cabinet Sub-Committee, inter alia, made the following recommendations in regard to the grievances of employees who represented for change of allotted cadres on medical and related grounds in terms of Paras 22 and 28 of the Guidelines issued in G.O.Ms.No.317, dated 06.12.2021.

"As regards requests on medical grounds which were not considered notwithstanding the relaxation provision contained in para-28 of G.O.317 guidelines, a case-by-case examination may be made by the concerned Secretaries and change of local cadre may beconsidered in deserving cases, subject to availability of clear vacancies."

4. Government after careful examination, have decided to implement the above recommendations of the Cabinet Sub-Committee.

5. Para 22 of the Guidelines appended to G.O.Ms.No.317, dated 06.12.2021, provides that subject to administrative needs and ensuring balanced composition of local cadres, preferences given by the following special categories of employees may be accommodated as far as practicable, regardless of seniority, on submission/uploading of the required documentary evidence in support of their claim -

i. Employees with disability of 70% or more as certified by a competent authority as per Persons with Disabilities (P.W.D.) (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995.
