AAS- whether SPP/SAPP-II is mandatory when the service is completed 24 years- Clarification

Sub: AAS- whether SPP/SAPP-II is mandatory when the service is completed 24 years- Clarification sought -request-reg.

Ref: United Teachers Federation, Telangana State, Lr.No.202/2024, dated:04.11.2024.

Adverting to the reference cited, point wise clarifications submitted as follows:

(i). Whether, SPP/SAPP-II is mandatory to get when the employee completed 24 years of service and is qualified to hold the SPP-II Scale?

Clarification:- as per G.O.Ms.No.96 at para (7) (v) it is clarified that, An employee, on completion of 24 years of service in a particular post, shall be placed in the scale of the post applicable to the second level promotion post to the original post held by him. This is subject to the condition that he is fully qualified to be promoted to such promotion post as prescribed in service rules. As such it is mandatary for assigning 24 years SPP scale -II.

(ii). Whether FR 22B is allowed or not when the employees have completed 24 years of service and do not have qualifications to hold the SPP-II scale?

Clarification:- as per G.O.Ms.No.96 at para (7) (viii) (a) it is clarified that, SPP Scale-II is allowing only whether the employee is fully qualified to be promoted to such next level promotion post as prescribed in service rules.

(iii) the Association is requested to allowing the teachers to fix the pay in the promotion post under FR 22B if they have not taken the SPP-II scale even though they have completed 24 years without observing whether they were qualified or not.
