The Telangana (Regulation of Appointments to Public Service and
Rationalization of Staff Pattern and Pay Structure) Act-2 of 1994, prohibits the appointment of any person in any public service to any post as a daily wage employee and provides that no temporary appointment shall be made in any public service to any post without the prior permission of the Government. The said Act is
applicable to;
a. The Government
b. A Local authority
c. A Corporation or undertaking wholly owned or controlled by the State Government
d. A body established under any law made by the Legislature of the State whether incorporated or not including a University
e. A Co-operative Society registered under the Telangana Cooperative
Societies Act, 1964
f. Any other body established by the State Government or by a Society, and also the institutions receiving aid from the Government.
2. Accordingly, Government is permitting to engage various categories of services
on temporary basis, viz., on contract / outsourcing / honorarium / activity outsourcing
/ MTS / daily wage / part time / full time / guest / hourly basis, to work in various departments / Head of Departments / Institutions / Corporations / Societies / Local
Bodies / Universities and other entities from time to time.
3. Government in the references 9th to 11th read above have issued instructions to all the departments to make sure that continuation orders have been issued by Government in Finance Department from time to time, to engage the services on temporary basis.
4. Government after examination, hereby instruct all departments of Secretariat to ensure that;
a. for engaging all types of temporary services, such as on contract / outsourcing / honorarium / MTS / daily wage / part time / full time / guest / hourly basis, even for outsourcing of activity through a service provider, prior permission of the Government in Finance (HRM.VII) Department shall be obtained from time to time
b. for continuation of all temporary services during the financial year
2025-26, the concerned administrative department in Secretariat shall forward a consolidated proposal consisting of all contract / outsourcing / honorarium / activity outsourcing / MTS / daily wage / part time / full time / guest / hourly based services in each Head of the Department / Institution / Corporation / Society / University wise before 31st January, 2025 in the proforma annexed to this order, for processing the same and also to make necessary budgetary provision for the ensuing financial year
c. in respect of all Centrally
Sponsored Schemes, prior permission and continuation orders should be obtained for every financial year, duly following the scheme guidelines and approval of PAB and draw the remuneration through IFMIS / PFMS / SNA / SPARSH Module.
5. The Director of Treasuries and Accounts, Director of Works and Accounts, Director of State Audit and Pay and Accounts Officer, Hyderabad, all Drawing and Disbursing Officers, Financial Officers, Examiner of Accounts, Controller of Accounts and Finance Managers shall ensure that the continuation orders of the Government have been issued and necessary budgetary provision has been made for making payment. They shall also make sure that the remuneration and other statutory payments viz ESI, EPF, PF, IT have been paid on time, without causing any delay.
6. All the administrative departments are also requested to share the details of all contract / outsourcing / honorarium / activity outsourcing / MTS / daily wage / part time / full time / guest / hourly based services, in the proforma prescribed for each service to the Finance (HRM.VII) Department, to enable to upload the same in IFMIS web portal.
