ORDER:

The Secretary, Telangana Council of Higher Education (TGCHE), Hyderabad in the reference read above has informed that in the State Universities, the last recruitment taken up in 2013. Since, then, many teachers have retired. The quality of education and research in universities suffering due to acute shortage of university teachers including in getting NAAC/NBA/NRIF/National/ International Accreditations and Rankings. The Council opined that, in order to keep up expertise and also to retain the senior most faculty in the Telangana State Universities for some more time that facilities maintaining the National Assessment and Accreditation Council (NAAC) grading and to protect the quality of teaching, research and academic standards in the Universities, and to maintain an academic ecosystem in universities, the age of superannuation may be enhanced from 60-65 years.

2. He has further stated that the Department of Higher Education, Ministry of Human Resources Development, Government of India addressed the Lr.No.1-32/2006-U. II/U.I(1), Dt.31.12.2008 to University Grants Commission (UGC), New Delhi communicating the scheme of the revision of pay scale for teachers and equivalent cadre in Universities and Colleges following the revised pay scales of Central Govt. employees. Accordingly, the UGC implemented to the revised pay scales to all the Central Universities and centrally funded institutions and informed all the States to implement the same to the Universities and Colleges implementing UGC Scales. The UGC pay scales are being implemented by the Government of Telangana to the teachers of all state universities and colleges where ever UGC Scales are applied.

3. The Secretary, Telangana Council of Higher Education, Hyderabad has stated that based on the UGC Regulations 2018, the Government of Telangana vide G.O.Ms.No.15 Dt.29.06.2019 implemented the UGC Revised Pay Scales, 2016 to the Teaching staff in Universities and Colleges with effect from 01.01.2016. Therefore, he has requested to enhance the age of superannuation of university teachers from 60 to 65 years in the State.

4. Government after careful examination of the matter, hereby enhance the age of superannuation of regular teachers working in the State Universities of the Telangana under the administrative control of Higher Education Department from 60 years to 65 years. The enhanced age of superannuation is applicable only to the teaching faculty, who are drawing UGC Scale of pay in the State Universities of Telangana under the administrative control of Higher Education Department.

5. The Registrars of all the Universities in the State under the administrative control of Higher Education Department shall take necessary consequential action.
